Default WHEEL CLEANING HELP

I know how to clean just about every surface on wheels, EXCEPT machined lips. I have some hard water spots that I can not get off. Does anyone know shines up a machined lip surface. Thnks for the help.

I know nothing about tools. I think most tools are pretty boring, but I must admit, a Dremmel is very, very interesting.
